Well I just saw a couple of new pics of the US Coast Guard pick up with new markings and the Canadian Coast Guard truck with different markings...anyone know if they have switched up their markings permanantly or is this just a regional thing where they might be allowed to slightly alter the markings?

It's a regional thing.  The U.S. Coast Guard displays it's trademark diagonal red/white/blue slash on it's cutters and small boats while the workhorse HH65 series "Helos", which are all orange, display white graphics.  

What you see on the motor vehicles is personalization by the stations and specific units.

I can remember on Governors Island in the early 1970s the white SP cars (mid sized Fords) with red/blue slash stripe with emblem. At Base Boston, our cars were baby blue Fury Is.  CGI in 1st & 3rd Naval Districts drove a light green Fury I.  CWOs & Lts with CID drove unmarked black Fury IIIs.  All the blue, green, and black units only had INTERAGENCY MOTOR POOL, with a GSA Code Number below stensiled on front doors, with a small number on trunk face.
